2. Mutual Visa Exemption

China also has mutual visa exemption agreements with 29 countries. Citizens of these countries can enter China visa-free through any open port, with the duration of stay defined by each bilateral agreement.

This is arguably the most exciting option for Harbin travelers.

In December 2024, Harbin Taiping International Airport was officially included in China's 240-hour visa-free transit policy. This means citizens of 55 eligible countries can enter Harbin without a visa and stay for up to 240 hours (10 days) — provided they are transiting through China to a third country or region.

This is a major upgrade from the previous 72-hour policy that Harbin had offered since 2015. Now you have 10 full days to explore the ice sculptures, Russian-style architecture, and winter wonderland of Harbin.

4. Stay within the designated areas (for Harbin, this means within the administrative boundaries of Harbin city)

* Important: You cannot enter and exit from the same country. For example, if you're flying from the US → Harbin → US, this does not qualify. But US → Harbin → Japan (or any third country) does qualify.

How Is the 240 Hours Counted?

The 240-hour stay is calculated from 00:00 on the day after your entry. So if you arrive on Monday at 2:00 PM, your 10 days start counting from Tuesday at 00:00.

4. 24-Hour Visa-Free Transit

If you're just passing through Harbin for a quick layover, there's also a 24-hour visa-free transit policy available at all open ports across China.

To qualify, you must:

     • Hold a valid international travel document

     • Have a confirmed onward ticket to a third country or region

     • Not leave the restricted area of the port (if staying within the transit area)

If you wish to leave the airport or port area during your 24-hour transit, you will need to apply for a temporary entry permit from the border inspection authorities.
