For enchanting the city of Harbin during the Harbin Ice Festival 2021 (Harbin International Ice and Snow Sculpture Festival), increased interactions with the urban parks and better experience with snow fun and appreciation in the parks, the Landscape Office of Urban Management and Law Enforcement Bureau of Harbin has released "Mass Activities for Making snowman and Creating Snowscape". Snowscapes of different varieties and in many different forms will be arranged in nearly 100 eligible parks throughout the city to enhance landscape effects of the parks in this winter. In the meanwhile, Harbin will host contests on snowman making in nearly 100 parks in the city. Winners will be granted the cup and credentials. Citizens interested in participating the snowman making contest can get registered by calling individual parks.
In this winter, the Landscape Office of Harbin will undertake to enhance the landscape effects of the parks in winter by creating snowscapes in many different forms on the squares, large greenbelts, football fields and etc. in the parks throughout the city, considering actual situations within the parks. Natural snow will be used for such snowscape creation. Artificial snow can also be used. There are about 50 parks classified category A throughout the city, within each of which there will be two places reserved for making the snowscapes. There are about 40 parks classified category B throughout the city, within each of which there will be one place reserved for making the snowscapes.
In the meanwhile, the contest on snowman-making will be hosted in the parks in Harbin from 1st to 5th of January, 2021. Zhaolin Park will be the host field for this event. Snowman making activities will take place in parallel in other parks throughout the city. At least one place will be reserved in each of the parks for snowman making. Citizens mastering the skills of fine arts design, engraving and sculpture technologies and craftsman competence are encouraged to participate this event.
According to the schedule, 5th to 31st of December, 2020 will be the preparation phase. The Landscape Office of Harbin city will plan and carry out the activities related to the snowscape creation and snowman making contest. Individual districts and parks will submit the proposed snowscapes and place of snowman making for approval. In the meanwhile, all parks shall complete the snowscapes and make preparations for snow-man making contest. 1st through 5th of January, 2021 will be the period for conduct of the events. The Landscape Office of the city will select 10 best snowscapes and 10 best snowman makers based on works from the snowscape creation and contest on snowman making in the parks in the city before 17th of February, 2021.
In addition, Sun Island Park, Stalin Park and other eligible parks throughout the city will grant free access to tourist service centers to citizens and tourists. Volunteer service stations will be used as temporary area for break and warming-up, where noticeable signs will be installed accordingly. Such temporary area for break and warming-up will not provide tourists and citizens with temporary place for break and warning-up, but also possibly offer drinking water, mobile phone battery charging services and etc. depending on their availability in specific parks.
In addition, all parks will intensify daily administration of snowman and snowscapes and maintain all sceneries in intimate state. In case of discolor or damage, they shall be repaired in a timely manner. Undertake to improve human-based management, strengthen the administration of safety inspection and avoid any intentional damage.
